He was an instructor at Texas A&M and has publications in Emergency Response and Hazardous Materials management and marine biology related issues. |

As the former lead instructor at the Pueblo CO Association of American Railroads training center, Kelley directed the daily operation of the Hazardous Materials Training Center . He was the primary developer and lead instructor for the Hazardous Materials Technician Course (NFPA/OSHA level), Tank Car Safety Course (Version II), Railroad Emergency Response Course, and the Hazardous Materials in Rail Transportation Course.
Kelley is now the principal of E 2 S 2 , an organization providing environmental, safety, hazardous materials, and transportation consulting services to businesses, industry, and communities throughout the United States and in the Bahamas . Former Chief of Hazardous Materials and Special Operations, Fire Fighting Division of the Toronto Fire Department. Rem has 35 years of fire service experience. He was chairman of the Canadian Association of Fire Chiefs' HazMat committee for eight years and is a member of the Standing Committee on Hazardous Materials and Activities of the National Fire Code of Canada. Rem has lectured widely on hazardous materials response and WMD preparedness . He is currently an emergency planning and education consultant, principal of Gaade & Associates, based in Oakville , Ontario . Rem is a voting member of the NFPA's Technical Committee on Hazardous Materials Response Personnel, which has responsibility for NFPA Standards 471and 472.
